Some drugs can: Aggravate hepatic encephalopathy. Drugs like diuretics, opiates, benzodiazepines, antidepressants, and antipsychotic agents can aggravate hepatic encephalopathy.

Some exacerbate HE: Hepatic encephalopathy (HE) is a complication of chronic liver disease, thought to be due to bacterial byproducts in the intestinal tract that enter the blood but cannot be cleared due to the liver disease. The byproducts cause confusion and the treatment is reduce bacteria and acidify the stool. Because the liver also metabolizes many drugs, some can exacerbate HE, such as benzodiazepines.

Yes and no: H.E is a complication of a decompensated liver, mostly due to Cirrhosis. So its a syndrome which can happen in people who have lost their normal liver functionality. Now multiple factors including dehydration, medications, infections can EXACERBATE or throw a person into the state of H.E.
