A plantar fibroma: Is a possibility. Is the bump on the skin or is it under the skin? This would help offer you possibilities.

Warts Spread.: Small bumps on the arch of an 8 year old sounds like it could be a wart in the making. Rest assured, there are other possibilities, but, without seeing it, I say wart. If it is, you'll need to start treating it soon. To remove all doubt, have a specialist make the call.
