Possibly a mucocele: Clear fluid filled blister may be as insignificant as a plugged or blocked minor salivary duct in the lip or cheek. If the fluid is on the gum however and is adjacent to a tooth with a cloudy discharge that is more likely an infection. Major salivary glands are in the cheek or under the tongue and they too can become plugged and may require antibiotics to treat. Burns may also have a clear fluid
