Feelings are similar: The feeling is similar but one results in a period and the other resolves and you are primed for pregnancy. Some women can easily distinguish the two but definitely not all and definitely not every time. Pain of ovulation may be on one side only and premenstrual cramps are usually in the middle. Timing can be helpful cramps at end of cycle likely just premenstrual. Mid cycle may be ovulation.
