No: Do you mean Dry hair ? or formation of Sebaceous Cyst? Former is usaully due to over use of Chemicals and Shampoo etc. Later is treatable condition.

Depends: what is the cause of the damage. If it is a burn or a laceration which scar tissue then yes but usually the glands are not damage for life and can return
