Okay to use a urethra catheter at home without prescription?

Not first time: Clean intermittent self catheterization anywhere private, is acceptable method of bladder drainage, however there needs to be medical reason for catheterization in first place. Hence requirement for prescription. Can certainly have unlimited refills after initial prescription.
