Cyst: Probably a sub epithelial cyst if yog can see clear fluid. Most bumps on eyelids are styles or epithelial inclusion cysts. As with all lesions that don't go away on their own or with conservative treatment have it looked at

See a doctor: You have to see a doctor to tell. A chalazion is likely and if it doesn't resolve can easily be excised. See a doctor if it is bothersome. I don't know if it is on the inner lid or the outer. In any case, a doctor will be able to advise, These thngs are almost always benign
