Urethritis: You may have Urethritis (infection of Urethra such as with STD), prostatitis or possibly an inguinal hernia. I recommend consulting a physician for a physical exam and use of barrier protection with intercourse.

I really can't say i: know why you are having that sensation. The fact that you don't have pain all the time, only upon pushing upward suggests some kind of nerve trigger. But I would see a doctor for more answers, preferably a urologist
