May be normal: she may have had an uneven response to thelarche or she may have one breast that will be smaller than the other. a hypoplastic breast is easily remedied with plastic surgery. in the meantime waiting a few years won't hurt much and it may even out.

? Shrinking ?: In early puberty it is common for one side to come out and develop earlier than the other, but the other side generally will catch up within a year or so. Some difference in the final fullness of either side is also common.I have not heard of any that shrank during this process.
