Complicated issue: It is difficult to give you a good answer because of the limited amount of information. Some things that come to mind would include vestibular migraine and Ménière's disease. However, I would strongly urge that your mother get evaluation with her primary care doctor, an ENT doctor, and possibly a neurologist to get more answers.
