Sounds like an: allergic reaction possibly due to a contact allergy. take an antihistamine and see if you have improvement. if it spreads from your toe up your foot or involving your leg seek medical care.

Wash: Wash it with mild soap and water and observe for a few minutes. if red and swollen please get thoroughly checked by a doctor. You could have athletes foot or an infection
