Yes: Anxiety or anxiety will often cause a change in parasympathetic nervous system tone and this can be the mechanism for paresthesias.

Yes: They are generally diagnoses of exclusion, meaning you make quite sure it isn't something else, but there are a number of situations in which people experience physical symptoms essentially instead of emotion. There is better neuroscience on this nowadays, but still early. Called: conversion, psychogenic, somatic, somatoform dissociation, etc. Numbness and tingling is common with panic also.
