Probably normal: It certainly could be. Her menstrual cycle can be very irregular for the first 2 years. Unless you are concerned about sexual abuse, trauma or infection, I wouldn't be worried. Have he examined by her physician if you do have those concerns.

Hard to say: Young women will generally begin menses about 2-3 years after their breast buds emerge. There may be light discharge for weeks to months before the first cycle and first menses can be light or heavy.Spotting could also be a sign of genital trauma, from overzealous wiping or other event. Clarify this with the kid and see your doc as needed.

It may be her period: The first two years , her period may be irregular. you can be concerned if it becomes too strong and she develops anemia, or she has pain on urination as it may be a urinary tract infection. Observe the changes closely and if you are doubtful, see her pediatrician.

Likely: Generally cycles begin about 2 years after the onset of breast development. Continue to observe her for ongoing symptoms. Make sure she is educated about the changes in her body so she realizes this is a normal happening and doesn't get worried or scared. All the best.
