No and ?: Angiokeratoma of the scrotum can be treated by surgical excision but this is only practical if only a few lesions are present.Otherwise the treatment is either cryotherapy with liquid nitrogen,or laser therapy or electrotherapy or by injection of sclerosing agents. I am not aware of any OTC products. Cause is unknown.I hope this helps.

Here are some ...: Its features of vascularity, variable yet tiny size, and often high number make applying topical agents impractical & unfeasible. Most of times, it requires no Rx except indeed annoying recurrent bleeding. Among all available options to rid them, skillful use of needle-tip electrocautery and laser use will give an equal result with the former less costly and the latter more attractive to some.

Angiokeratoma: Angiokeratoma is a benign condition of the blood vessels and I do not know any cures for this condition other than lasers. I have read that surgery is used in complicated cases but that is not generally the case. Good luck to you :)
