Tell your doctor: What you described might be petechiae or broken capillaries. While this might be normal in the increased blood volume in pregnancy, it could also be worrisome or indicate very low platelets in a serious condition called HELLP syndrome in pregnancy. You should tell your dr about this rash and ask if you need to have a platelet count checked.

Hemangioma: Hard to say without a picture, but you might be describing hemangiomas which are benign vascular growth , stimulated by estrogen. Nothing to be worried about.
