Domestic violence: I am not sure what resources you have in India to deal with domestic violence. If your sister is being "tortured" please take her to safe place and seek help from trusted authorities in your country.

Is sister an adult?: Hi. Is your sister an adult? If so, if she thinks she has a problem, she should see her doctor. It seems paternalistic for YOU to diagnose her as being tortured by daily sex and seek treatment options. For all we know, she may enjoy daily sex and not consider it torture or a problem. For patient autonomy, she should speak for herself and notify the police if any abuse is taking place.

Hyper sexuality: It is good that they are getting counseling and that you are supportive of your sister. This may be more an an over active sex drive- possible physical and emotional abuse here. She may need guidance on leaving an abusive environment- seek help from a domestic violence program. Medically, he can have his testosterone levels checked.
