Not everyone: To some extent our intelligence is determined by our genetics and by our environmental exposures during childhood. As adults we can increase our IQ to some extent by staying active physically and mentally. You can not take someone with low normal intelligence and make them a genius, but most of us can improve our cognitive abilities by challenging our brains and getting good exercise and nutrition
