Spots vs bumps?: I assume you are asking about white skin discoloration, not bumps/pimple-like lesions. White discoloration results from a malfunction of your skin's normal pigment, melanin. For exampe, vitiligo results when melanocytes are destroyed spreading from spots to, often, big patches. Fungal infection/tinea versicolor or chronic UV exposure can also cause white spots.
