Bumps: it could be a reaction of the skin in that area to the trauma of shaving. We all have bacteria (usually Staph) all over our skin and deep into the skin and they can cause low grade infection. some poeple get the same thing at the back of their head after a hair cut. Try to use something that has 70% alcohol in it (liquid , cream, lotion) over the area before shaving next time, it may help
