Depends on cause..: You may need medication for acne. You may need better skin care pre and post shaving. You may need to improve your hydration to decrease the concentration of your sweat. You may need to change soap/shampoo/detergent/skin cream use. You may need to ensure clean hands touching your skin at all times. You may need to decrease oily/greasy/fatty food intake. You SHOULD have this looked at, to be sure.

Tricky: can be difficult to give information on a dermatologic condition without seeing it. Assuming acne, then benzoyl peroxide lotion once or twice a day will generally be helpful. Many other conditions can cause bumps and would require a doctor looking at it to advise.
