Not usually: Most often the molars come in before the incisors, but teeth do what they want and sometimes come in in a different order.

Yes: Adult molars erupt into the mouth about the same time as the adult lower incisors. Easy to see the eruption of the lower incisors but the eruption molars are sometimes not noticed.
