Not all birthmarks: are present at birth, Need to see lesion to determine what it is. But other diagnoses can include fungal infections, postinflammatory hyperpigmentation to name a few, see derm for answers and treatment options

See a dermatologist: "Birthmark" is not a diagnosis. It is not possible to speculate about this from your description. An exam by a skin specialist is the best chance for an accurate definition
