See a doctor: well it could be a simple allergic reaction,heat rashes or bug bites use benadryl (diphenhydramine) pills 25-50 mg it could make him sleepy so take it around bed time you can use hydro cortisone ointment OTC apply to the area of the rashes either way it is safer to see the doctor for more proper treatment good luck

Many possibilities: There are many things that could cause small red bumps. It is helpful that they seem to move and not stay around long. It could be as simple as skin irritation from a soap, detergent, dryer sheet or lotion he is using. Removing products with dyes and perfumes can often improve this type of rash. If it persists, try a good hypoallergenic emollient cream and see your doctor if it continues.
