Needs visualized but: there are a few common things it might be. Possibilities include tinea alba (pityriasis alba) which is a harmless skin fungus, tinea corporus (ringworm) or possibly vitiligo. See a dermatologist or a trusted primary doctor for an accurate diagnosis. It wouldn't hurt to try some over the counter Lamisil (terbinafine) cream for 2 - 3 weeks. If it goes away, it was a skin fungus.
