How would an orthopedic surgeon fix a broken ankle, where then bone splintered and fragments of bone are floating in the muscle? (idk how to explain)

Span the splinters..: Usually we place a plate with screws or a rod across the area of splintering and secure the bone above and below. If necessary we can then repair the smaller pieces with individual screws where possible.

Jig saw puzzle: We put pieces together like a jig saw puzzle to fit them together. We hold them together with plates and screws while the bone heals. We don't worry about many small pieces.
