Unlikely: This seems highly unlikely given the scenario that you described and I would suspect that the area where the dog licked and sore throat have nothing to do with the dog licking your father. No chance of rabies: Fortunately, there's no chance of rabies. Rabies takes hold sooner than 3 months after exposure and a stray dog that licks isn't exhibiting rabid behavior. Dogs with rabies bite, not lick.
