Possible: If the dose is too high, you can get adverse reactions including life-threatening ones- the reason why you need to stay for 30 mins after each injection. However, you didn't mention whether you had itching or not with the facial rash which would be more indicative of an allergic reaction. Also unusual that the reaction is confined to the face only. Be sure to inform your allergist regardless.

Not Likely: Allergy shots effect your immune system gradually over time. They do not usually cause breakouts on the face, although they can cause hives or small reactions at the shot sites.
