Rare: Cervical cancer is strongly associated with HPV. The only way to get HPV is sexually.

Almost : Impossible. Cervical cancer comes from the HPV virus that you get through sexual contact. It can be gotten through close contact other than intercourse if the contact was close enough though. So still be careful rubbing bare skin to skin if you don't want sexually transmitted diseases
