Ultram is Not a Narc: Ultram (tramadol) is not a narcotic medication, which is why it is generally considered to be safer than most other pain medications and less likely to result in dependence. I am not sure about its legal status in Penn, but I would be surprised if it had been classified together with opiates/narcotics....
