Have dry snot in nose and i bring up phlegm mostly clear but sometimes is green and also have shortness of breath ache behind breastbone ?

A few possibilities: What you describe could be related to different things including but not limited to Allergies with post-nasal drip, Asthma associated with allergies, Bronchitis, Sinusitis/Sinus infection, or even a Pneumonia.
