Short term numbness: For symptoms of numbness affecting the hand and the leg, one place to consider as the source is the brain. However, since your symptoms last only for seconds, it is likely the source of this symptom will be difficult to find. NCS testing is reasonable, since conditions like carpal tunnel syndrome cause this kind of symptom in the hand.
