Hard to say: It's hard to say without seeing them. The usual causes for shiny skin on the lower legs are swelling and poor arterial circulation. The skin changes from poor arterial circulation take years to develop and such circulation problems are very unlikely in someone as young as you. See your healthcare provider if you're concerned.
