Yes: That is normal. It is also normal for one testicle to be higher than the other when everything is relaxed.

Normal.: Everyone is a little different. When the scrotum shrinks it can cause the testicles to assume an awkward "best fit" position. This is of no consequence. When the scrotum is relaxed the testicles should stand upright . Testicles that lay with the long axis parallel to the floor (bell clapper deformity) are more prone to get twisted on their own blood supply.
