Hard to: tell with seeing but could dermatitis or folliculitis. use of topical steroids or visit to PCP may help

Depends on age.: Without an actual examination, I cannot give specific medical advice on your particular health, Dermatologic conditions are hard to evaluate without seeing them in person. with aging there can be discoloration of the skin, especialy if there was years of sun exposure (age spots). can be infection (pimples) can be autoimmune disease (but would be all over) in theory skin cancer (mostly ONE dot)
