Usually : done to relieve pain from arthritis so u can hold off until you cannot tolerate it.

Assume you are not asking for yourself at age 17. Average age of hip replacement in the US is about 60-70. But hip replacement is done in ages much young and older, when necessary. Hip replacement is elective, and can be put off for as long as symptoms are tolerable (just don't allow hip to be excessively damaged or patient mobility so limited that it makes surgery and recovery more difficult)
