Of course: Safe driving requires a sound mind & focused concentration. If someone is upset, angry, irritable, tired, distracted and/or preoccupied they are more likely to drive recklessly. Also if they are confused or suffering from dementia or illnesses that impair concentration they will drive recklessly.
