Better to stop.: A tornado is unpredictable, and can travel very quickly and change direction in an instant. If there's a safe and solid structure within or under which to hide, that would seem best. If not, try to get to a strong shelter. Better yet, if the weather can potentially sprout a tornado just stay home.

Hide in a ditch.: Tornados move very rapidly if you see one, and it is always better to find a low spot by the roadside like a ditch or culvert, because cars become airborne if involved with the tornado and they don't have wings like an airplane to land "safely".
