?herniated neck disc: Your symptoms of neck stiffness with severe headaches maybe from a herniated disc(s) in your neck. You should see your primary care physician who may decide to order a MRI of your cervical (neck) spine. If you do have an abnormality then you should see a Neurosurgeon who Orthopedic Surgeon who specializes in spine surgery. Good Luck !

WITH LIMITED INFORM.: Would assess that you likely possess cervical degenerative process such as cervical spondylosis, and perhaps underlying degenerative disc disease or even a protruded disc. The neck issues likely trigger secondary headache responses. Have you had an MRI of neck? Have you had rehab interventions such as physical therapy, exercise, injections? Have you seen spinal surgeon, physiatrist, neurology?
