Good question: Smegma is produced under the foreskin. A properly performed circumcision should eliminate most smegma production.

Under foreskin, no: It is a buildup of debris between the head of the penis and the foreskin that covers it in uncircumcised men. Do not normally find it if uncircumcised men practice good personal hygiene. Do not find it in uncircumcised men. Hope this helps. Best of luck. Dr R
