Yes: Sometimes the change in pressure in an airplane can cause ear discomfort, just like in adults, but it is certainly safe to do. It is generally as safe as it would be for an adult.

Yes: Travel to high altitude (above 8000 ft / 2400 m) can be very stressful on both parents and babies. Babies have a limited ability to communicate if they are having difficulty at high altitude. Older children and adults are fatigued, have nausea & headache, and are short of breath. Waiting until the child is able to talk makes monitoring for altitude sickness symptoms easier. Symptoms mean descend.
