Not likely: A blood test might be more accurate, but a urine test should be positive if three weeks late.

Not likely: If the tests were negative, you are not likely pregnant. You must have had a delay or failure of ovulation. Give it another week. If you still don't start, check another pregnancy test. If it is still negative, you need to be evaluated by your GYN.
