Water: Unless a baby has a compromised immune system or is in the neonatal intensive care unit, either should be fine. (powder is less expensive.) just be sure to follow the directions for mixing on the container carefully.

Cost/convenienience: It is all the same if you mix the powder properly.You are just paying the company to add water. The liquid is often a good idea if you are traveling or in an emergency kit, but I see little value in paying so much extra for water.
