Hi. ive never seen this before its stuff growing on the perineum almost like outside piles but it doesnt hurt or bleed. what could it be?

Genital warts?: Need to have it examined by your doctor. Without images it would be hard to diagnose but from your description it could possibly be condyloma (genital warts) causes by HPV ( human papilloma virus). Though really only an examination by your health care provider would provide the diagnosis.
