Incompetent cervix: You have what we call incompetent cervix, which it means that your cervix is effacing and dilating prematurely (before your baby is full term). This might happen in the second or early third trimester , if you follow your OB/GYN recommendations you should be able to carry the fetus to term. You just need close follow up. Incompetent Cervix doesn't interfere with you becoming pregnant.

Cervix: The cervix is the piece of the uterus (your womb) that extends into your vagina. It is highly unlikely that it "fell out" Perhaps there was a cut or injury to it. Ask your obstetrician what exactly happened during labor, but it is unlikely it will cause any problem with you having more children.

Most likely: As long as your uterus was not injured during the birth or procedure (sounds like it wasn't)' then you should be able to conceive again. However you may have problems with the cervix itself during pregnancy. Your OB will watch you more closely during your next pregnancy, may need to be with a high risk OB, also called MFM.
