X-ray done?: Did they do an X-ray? If they did and there was no obvious fracture they may be concerned that clinically it appears more serious and requires a second opinion.

Right: There is more to an injury than just a break. Also sometimes subtle breaks are hard to see and don't show on an x-ray for several days. Seeing and orthopedist should help delineate your injury and give you definitive treatment.

Safe Medicine.: The urgent care is probably making sure that your injury is not more than they think it is. This protects you, as a patient as well as covering their own butt.

Follow up: It is good to followup with specialist after urgent care evaluation to make sure there is not some component of the injury that may not be initially apparent but could still potentially cause problems. A ligament or tendon injury are two examples of an injuries won't show up on X-ray but still may need to be treated.
