Cardiac evaluation: Depending on your age group and all other conditions that you may have the signs and symptoms can be of cardiac origin or non cardiac such as asthma etc Need to see a doctor soon and be evaluated.

Local doctor or ER: It is hard to give you advise when we don't know your age, risk factor, and examination. Shortness of breath and chest pain can go together as in heart failure or heart attack. It can be two separate diseases that happens to go together in your case as in asthma, COPD together with a reflux disease. If chest pain is severe, go to the ER.
