Local doctor or ER: It is hard to give you advise when we don't know your age, risk factor, and examination. Shortness of breath and chest pain can go together as in heart failure or heart attack. It can be two separate diseases that happens to go together in your case as in asthma, COPD together with a reflux disease. If chest pain is severe, go to the ER.
