Need more info: Hard to do dermatology without seeing the lesion. Please see your family physician and let him/her make a diagnosis. That is your best bet

Pigment change: This is likely a pigment change, could be due to effects of the sun, irritation of the area from licking lips, medication, a birthmark, etc. see a doctor and have it checked. Good luck!
