See doctor: With fever and suprapubic pain, could be a urinary tract infection. Depending on his other symptoms, could be other abdominal processes as well. Most 13 year old boys don't cry for random reasons. Please seek medical attention.

He needs to be seen: If your son has had a fever and been in pain for such a long time, he needs to be evaluated by a doctor immediately.
