Probably not: Diabetics are prone to experience episodes of hypoglycemia either due to medications or the somogyi effect. So it would be useful to check for diabetes if you have hypoglycemia. There is no good evidence to my knowledge that shows a causative role of hypoglycemia in the development of diabetes. More likely, an existing diabetic will get hypoglycemia, not the other way around.

High insulin: The common denominator in these two conditions is high Insulin levels (almost always related to excess sugar and carb intake). Initially the high Insulin causes a reactive hypoglycemia, however over time, the chronically high Insulin levels lead to "insulin resistance". When your Insulin no longer works your blood sugars will rise and you develop diabetes. This is 100% preventable wi proper diet.
