Probably not: With a normal mammo on 12/13 and 5/14 the possibility of having any form of breast cancer is slight if at all possible. Irritation and redness on breast skin is probably mild form of inflammation for which warm soaks are to be used. Inflammatory Ca produces swelling of the involved skin area due to subcutaneous lymphatic involvement.
